智能体赋能政务服务:技术结构、效能机制与治理路径

  • 摘要: 检索增强生成、工具调用与多智能体协同等智能体技术正加速进入政务服务领域。政务智能体必须在技术能力扩展与制度权责约束之间保持动态平衡。系统性调查相关文献,将技术分析框架的发展归类为四个阶段,具体为基础对话、提示工程、上下文增强和智能体框架,并在政务咨询、热线响应、智能化测试和辅助审批四类场景中分析应用现状,提炼出能力-权责对齐、渐进式自主和价值跃迁三条分析主线。构建五维效能评估框架,提出技术反馈内循环与治理反馈外循环相结合的双循环机制,并从事实性、安全性、制度性和组织性四个维度梳理治理约束。研究发现,当前实践仍以效率替代为主,流程再造的潜力受制于部门壁垒、数据治理和法律授权等制度性约束而非技术能力本身。

     

    Abstract: Agent technologies, including retrieval- augmented generation (RAG), tool calling, and multi- agent collaboration, are accelerating their entry into the government services sector. Government agents must maintain a dynamic balance between the expansion of technical capabilities and the constraints of institutional authority and accountability. This paper systematically reviews relevant literature and proposes a four- stage technical evolution framework encompassing basic dialogue, prompt engineering, context augmentation, and agent framework. It analyzed application status across four scenarios including public consultation, hotline response, intelligent testing, and assisted approval. Through comprehensive literature review, this paper distilled three critical analytical threads: capability- accountability alignment, progressive autonomy, and value leap from efficiency substitution to process reengineering. It constructed a five- dimensional performance evaluation framework, proposed a dual- loop feedback mechanism combining a technical inner loop with a governance outer loop, and examined governance constraints across factual, security, institutional, and organizational dimensions. The study finds that current practices remain focused on efficiency substitution, with the potential for process reengineering constrained by institutional barriers, rather than by technological capabilities themselves.
